There could be a dead spot in the starter. That means there is a place in the starter where the electrical brushes are not making good contact with the commutator.
at this time of year it could also be as simple as cleaning your posts and terminal connections on your battery and cables. if it is not a maintenance free battery, check the water level, it should cover the plates in each cell but don't over fill and use bottled water.
phil said it best, if you clean the posts and terminal clamps and everything is fine with the battery, you may want to look into a new starter because there's either a dead spot like gustang said or the solenoid is bad

I just replaced the starter in my 2000 dodge intrepid and it won’t connect with the flywheel?
