1997 neon cooling fan not working

I am trying to repair my 97 dodge neon highline. I
have guessed alot with my pocket and now I am
trying this forum.  List of replaced parts are as
followed: fan motors and housing, the relay for the
motor.also in the process of trying to figure this
out I replaced the thermostat housing thermostat
upper and lower hoses for radiator and the a/c
condenser because it had a leak. But these pesky
fan are my only thing stopping me from driving. I
don't need a blown engine due to overheating. Any
information would be appreciated!!!

A friend told me it could be the water pump going out. Does this sound like a likely culprit as to what is causing the fans not to run?
