I cant get my 1997 dodge stratus to start,  I've replaced many parts but to no
avail.

I saw what you replaced, not sure what testing you have done? What sensors did you replace? Did you check wiring circuits for sensors or fuel pump? Make sure battery has a full charge and connections all good. Have helper crank it while you visually check for spark at the plugs. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse. Any applicable trouble codes?
