1988 Toyota 4Runner V6

Cranking but I have no start, I have 12 volts to the ignition
control module and put spark plug tester between coil
and distributed and only got one spark, then. Thing
following that? Confused...

It has new plugs, distributer cap, wires, rotor button, and coil, I just ran to the store and got another thinking maybe I got a defect but it's still doing the same thing as before when trying to start the spark plug tester only flashes one time and that's it. I just checked the voltage to the power I believe(big black and red wire going to ignition control module) and when cranking the voltage goes from 12v down to about 5v
