Think you should start looking for shorts or bad charging system, Grounds wires to frame/block fuses, relays ect.

Thank you enginecreater I will do that , question , where would you start on the electrical and what kind of tools do I need ?

The ignition switch should be turning the power off the dash cluster so I would start there, test that it is in-fact turning off the power if not bad switch if it is turning it off then dash may have short or maybe at fuse panels.
