Testing the water pump

If I took out the thermostat and turned on the car, the coolant should continuously flow, correct? Proving the water pump is circulating the coolant. I did this and disconnected the top radiator hose, there is no water flow from the hose. Does this indicate that the water pump isn't working?

That is correct the pump is not turning and moving water.
