I have a 1989 Toyota pickup and all of the tail lights, turn lights, running, hazard and reverse lights work but not the brake lights. I replaced the whole tail lights and still no brake lights

you should check the pedal switch under the dash , see if there's power there and if the switch works , then check the bulb sockets contacts with a test light to see if theres power there when braking , the brake light may run through the directional switch and some bulbs have two filiments .Not sure exactly what you have but let us know what happens .
