can the engine control computer make your engine hard to start?

i asked this question before, no one has answered it yet?can the computer make it seem like its not getting fuel?

Get a code reader from amazon for like 20 bux. Read directions. Viola

Crankshaft position sensor causes this problem too.

O shi*. My badd. It's an 86. Dont know if they make code readers for that late a model, If they do, It's gonna be OBD 1. They sell'em.
