Easy answer is yes. Most passenger cars would be able to tow that. Usually anything over 2500 lbs would require more power.
yeah you should be fine with that i have a 96 dakota v6 but 2wd and i pulled a few trailers with hay stacked on it and it was no problem the only thing you might run into is transmission problems those transmissions are under rated for the power of the truck that will be the first thing to fail in that truck
The 42RE trannies are junk. You should be fine with a 2wd short bed reg cab truck as ther is less truck for the tranny to push. i had a 00 dakota v6 x-cab short bed 4wd and went through three trannies in 3 years. Take it easy with her and change the fluid every 25,000 miles with a good quality fluid.

Any amount of towing should be accompanied with regular trans services with the correct fluid and possibly adding an aftermarket trans cooler as well. My 42re has 180,000 miles of hard towing service on the original transmission with no problems whatsoever.
I pulled about 10,000 pounds of Bobcat and trailer and 8,000 of car and trailer. You'll be fine
