1994 Dodge Spirit won't crank over

My 1994 Dodge Spirit has always been a
dependable car. I had to park it for the last 3
months. I did start it with a jump 3 weeks
ago and I drove it but I had to jump it when I
turn the ignition off. Recently I bought a
refurbished battery to get it back on the road
from being none opped. The car would not
crank over not even with a jump and the
lights go on the dashboard fine. I did
process of elimination by trying to start car
in neutral and it will not start. I put the car in
reverse and the back up lights do turn on. I
also put a good battery from another vehicle
to make sure it's not the battery and it still
won't start. Do you have any possible ideas
what this can narrow down to? Please help,

By chance did you try jumping the car with the "good" battery in it? And so does it start?

Yes, after I put the reconditioned battery I 1st tried to jump it with my mom's car 2nd then an instant start/ battery charger and 3rd I put my truck's battery in it. No click just dash lights and door chimes

May be the starter relay in the fuse box. It has a silver rectangular casing around it. Look at the descriptions on the fuse box.
