Do you have reason to distrust this mechanic? Is that why you ask? Can you tell exactly where the smoke is coming from? Does the smoke have a blueish tint? - I know, answering a question with questions... but we need to know these things.
White smoke and the lower part of the engine when you lift the hood its leaking antifreeze
No harm in going ahead and replace the lower hose. Not expensive, except for the loss of coolant because it's the lower hose. If that does not fix it, I suggest a pressure test on the cooling system, done with engine cold. A device that pumps air in to the radiator cap and will detect where leak is. You can buy/rent/maybe borrow one with a deposit form an auto-parts house
A water pump can also leak. Your mechanic may be correct.

No heat inside car indicates issue with your heater core (located usually inside dash behind glovebox). Could be an airlock (air bubbles migrate to highest point which is usually heater core). I had to remove my coolant degaus bottle, elevate it higher than engine, & refill as it sucked coolant mix down (so as to not suck air). If not an air bubble your heater core could be blocked with gunk - try reverse flush (involves connecting hose to outlet side of heater core connection, then discharge hose on the side that's normally intake side, flush with water hose til cleaner). Be sure your coolant level is adequate with proper mixture of correct type of coolant (green, gold, pink, etc).
