2003 ford excursion 7.3l stalling out when dust hits the front of vehicle, shuts down when I meet a vehicle on dusty roads not highway driving??

is your air filter clean and new? also, scan the computer for codes and clean the MAF using the appropriate mass air flow sensor cleaner. wouldn't hurt to check for obstructions in the entire air intake system.
