My headlights stay in the upright position on or off. Is this typical of a bad relay or is there a fuse link that could be bad as well?

I agree with Daniel. If the button on your dash is depressed the lights will always stay up. Try the button first.

The "popup" button can also short out, leaving your lights up all the time no matter how much you push the button. unplug it from the back of the switch if jabbing the button doesn't work. Also, check the "Hlamp Door" 30 amp relay fuse in the fuse box under the hood. Actually, do this first!

Did you check all fuses and relays? Also check these connections in picture. If they are loose the lights will not come up. Can also check for power at these for the light motors.
