Fuel can vaporize from heat and movement and can build up pressure in a tank that isn't properly vented. A failed EVAP system can prevent venting. The pressure build up can cause the tank or fuel lines to rupture or leak, which raises the chances of a fire. I would consider this vehicle very unsafe to drive. The black smoke, rough running, and fuel vapor pressure may be related but then you may have multiple problems. The only way to know is to conduct a thorough check of the EVAP system, fuel delivery system, and throttle body, which may or not be worth it on a nearly 30 year old Chrysler product.
