Car is running rough at idle. Not sure where to start. What could be the problem?

At idle it while surge and does not settle down even when warmed up.  Appears to be giving the motor more fuel that it needs.  With excess coming out of the exhaust. Acceleration lags  and is very sluggish.

Been a while but really don't what to spend money on a mechanic when I got the car for free.

Ok if you are running old/bad spark plugs, plug wires, fuel filter, air filter, dist cap, rotor, ect(all other items for a tune up) (and that might very well be all that's wrong with it) The vehicle will not operate properly.

So there is no possiblity that it could be a mass air sensor or the TPS. Tune up parts installed still has same problem and over 100+ in parts. Any other ideas? obviosly this isn't the first car I have ever wrenched on but first with the fuel injection like the volvo.
