2003 Ford Focus won't start

I have a 2003 Ford Focus.  I just had it repaired at a shop because it was cranking but not turning over.  Mechanic said it needed a new starter and spark plugs and wires, which he just replaced yesterday.  So today I get in the car and it won't start AGAIN.  It's doing the exact same thing as it was before he replaced this stuff.  Other people are saying maybe fuel pump.  Because now I have a new battery, alternator, and starter plus plugs and wires.  He did run a diagnostic test though, so I would've thought he would've noticed if it was the fuel pump.  Right now, I feel like I paid for things that didn't need fixed.  I'm stumped.
