no check engine light on lincoln mark 7

changed bulbs still not working. but wen i pulled off the connector and tested the pin whit a multimeter it dint read 12v it reads1.1v

Check all the fuses. If this came equipped with bulb there is a fuse for it.

GE, All Lincoln Mark VIIs left the factory with a CHECK ENGINE socket and bulb. (Certain Fords and Mercurys are were you really gotta consult the shop manual) Your issue is IGNITION SWITCH related. Until you replace it, any tests you perform could give you false results. See http://www.thelincolnmarkviiclub.org/documents/tech/1984ignitionSwitch.pdf
