changed bulbs still not working. but wen i pulled off the connector and tested the pin whit a multimeter it dint read 12v it reads1.1v

Check all the fuses. If this came equipped with bulb there is a fuse for it.

GE, All Lincoln Mark VIIs left the factory with a CHECK ENGINE socket and bulb. (Certain Fords and Mercurys are were you really gotta consult the shop manual) Your issue is IGNITION SWITCH related.
