could a bad starter or starter solenoid cause a no crank, no start situation

Yes it could but also a bad or low battery caused by the alternator not working or bad battery connections or cables.

I tried to jump and nothing. I have interior lights. Did not try headlights. Power windows work. I hear the fuel pump. I filled up with fuel and drove 15 miles but that is not a cause. The gauges are not functioning. temperature on overhead display I noticed was blinking and then the car crapped out. there is corrosion on terminals. Low mileage, 110K but that doesn't mean anything I know.

Clean all battery, ground and starter connections. These connections must be clean, free of corrosion and tight.
