Not starting

2013 camry will not start some times all
lights and everything works fine but you
hook jumper cables to it and will crank
and it will go a while cranking  could that
be the starter or starter relay

OK.......let's see if I understand his issue. this vehicle has an intermittent crank problem. Sometimes, you need jumper cables to get it started. Is this correct? What Engine is in this vehicle? Is the CEL(check engine light) ON when the engine is running? How does this vehicle function once the engine starts and you go down the road?

The car runs fine when it cranks the CEL light is not on . It will sometimes go days cranking and then just decide not to crank , don't know which motor it is l know it is the 4 cyl.

Do you have a voltage gauge or battery light on the vehicle ? Because sounds like the alternator is not charging. Have a voltage test done on alternator.

It has a light but have had alternator tested and they said it was put out about 13 volts but they the voltage regulator was going bad and I thought they were built into the alternator so could that mean the alternator is going bad even if it is putting out 13 volts

13 volts is low 13.5 could be acceptable but 14 volts is the best voltage reading.
