1991 dodge dakota pickup having trouble removing spark plug wires

trying to change spark plugs and the wires wont come off. does that mean the
wires were seized to the plug

Those rubber boots sort of shrink and cook onto the spark plugs, especially if they are the 27 year old originals. The thing to do is sort of twist on the rubber boot to break them loose, then pull. You may reach them by hand or with a long skinny pair of pliers. There is even a tool for this task but it doesn't have a name. If the wires get ruined, they were ready to be replaced anyway.
