My 86' got a 305 in it....On 28 inch rims
, what motor,tranny, and rear end will
give me the best power and
performance?

Get rid of the 28 inch rims and go back to 16s, and you'll see a big performance gain. There's a reason why muscle cars don't run 28" rims.
