black soot around dip stick tube

What does black soot around the dip stick and tube mean.  There is also positive pressure when the eng. is running and you remove the oil fill cap.

Maybe it has a bad pvc valve. Soot could be from the engine sweating, and dirt grime sticking to it because you never wash your engine. Check pvc sounds like it's trying to vent out of the dipstick?
