Cruise with manual trans

I've owned this 2014 Accord LX model since new.  It's a really good vehicle.  I
do have a serious safety issue with how the cruise control works though.  It
does not disengage when downshifting unless you touch the brakes or the
cancel button.  I've been driving cars for over 55 years and this is the first one
where depressing the clutch pedal does not disengage the cruise.

Q: Why would the engineers make it like this?

This machine has a design flaw, as I phoned Honda Canada in Toronto. The engine will not turn over in neutral with the clutch not depressed. Thanks so much for the comments to my query lads.
