Can it be tuned to run correctly?

Can a 1988 GMC Sierra 1500 5.7 liter TBI
engine be tuned to run correctly without a
catalytic converter?

In theory you could fool the computer but then the ECU will never know how the engine is actually operating which could mean the engine never operates as good as it would without the cat and O2 sensors.
