No spark on Cyl 1 of 2003 Ford Ranger 3.0L V6 even after replacing...

2003 Ford Ranger XLT V6 3.0L Auto. Brand new coil pack, spark plug cables, spark plugs. Cyl 1 does not fire. While engine running, moved spark plug cable from post 1 to post 2 and it fires and I can see the spark jump the gap. I know its the wrong timing, but was only for second to prove the #1 cable and spark plug were fine. This problem existed before I changed out the coil packs.What is upstream of the coil packs that dictate when #1 fires? Chilton's manual is useless.

The cam shaft position sensor,send,s signal to ECM,then to coil.

Thanks but that didn't help either. I replaced the Camshaft sensor. I'm not getting fire to plugs 3 and 4 (which are next to each other on the coilpack). The coilpack is brand new. Does this truck have an ICM? If not, then the PCM is my only remaining item other than wires.
If you replaced coil pack and cam sensor,yes you may be right,the PCM may be the culprit.

Replaced the PCM. O'Reillys $341. 2nd Key, diagnostics, PCM reflash at Ford $199.
