Why would the radiator hoses flatten out after I cut the engine off?

The truck has sat up for years.I just replaced the radiator,it was leaking.I
pressurized the system a few weeks ago and it was holding at 16lbs for over
10 minutes.

I would replace the radiator cap. It may not be letting coolant flow back into the radiator from the reservoir.
