Check out the EGR Valve. It may be stuck open from carbon build up. Also was the TBI new or rebuilt when it was put on? If not, it could be the fuel regulator in the TBI needing to be rebuilt. You could check by hooking up a fuel pressure gauge in the fuel line at the TBI. Fuel pressure should be 9 to 13 lbs. Then rev the engine up, if the fuel pressure drops below range, then the fuel regulator is in need of repair.

The fuel regulator is on top of the TBI. Check out the EGR Valve. Also check for vacuum leaks.
