I have no Dash Lights to show how fast I'm going, but all other lights in car work . I've change the small fuze's and they still don't work. I also have a problem when I turn on headlights all go dim

There is an adjustment next to the headlamp switch either a up and down rocker switch or wheel style adjustment to brighten the dash lights.

If that is not the solution, you will need to replace the lamps in the instrument cluster. Not sure what your headlight issue is but you may need your alternator checked to make sure it is supplying the correct volts/amps to your electrical system.
