Make sure the parking brake lever is fully released first , Then use a set of side cutters to drive a wedge between the stop and the spring . The side cutters need to be fairly new condition so that the beveled parts of each side create a smooth wedge. Pull back as far as you can with the side cutters and slip ( or force) the parking brake lever on depending on your arm strength.
