Blower only works on high

2003 Ford Taurus with blower only working on high.  I replaced the relay, the
resistor and the fan one, one by one, and it still only works on high.  Any
suggestions.

    blower motor operates on High only. if it works on High does that mean that the blower motor is GOOD. Is their a fuse for the blower motor ? I have replaced the Blower Motor Resister .
