1989 dodge Dakota has a constant high idle. What besides the choke or throttle cable would make approximate 3000 rpm? Would the torque converter solenoid make this happen?

It appears the GPS is not functioning correctly but I'm gonna go qualify that
right now..

Either the Throttle Positioning Sensor or broke wire in the wiring plugin to the TPS, or the Idle Speed Control Motor.
