I am to understand there are two cooling and heating thermostats. The housing above manifold is obvious..yet where is the radiator one that sits low located ..anyone got advice ?

There is only one thermostat in the Ford Crown Vic Police Interceptor, the one in the housing above the manifold. There is also a radiator fan module or engine coolant sensor that I have herd some people refer to, I have no idea why, as the "second thermostat". Maybe because it is located a bit below to the left of the alternator (as you stand in front of the vehicle).
