Coil pack

My 1998 Crown Victoria Police Interceptor motor
when I disconnect the coil plug wire it gives it
power the car run smoothly shouldn't it start to run
bad all of them make it run smooth for some
reason and it's it's crazy

Reason I'm asking is because I got a printout for Cylinder 6 misfire I got a new coil pack and put in there and it ran worse so I put the old coil pack back in and it still continues to sputter when I get up to a certain speed like it's losing power here and there any help can anybody help me figure out why this is happening
