How to remove and replace a flasher relay

How do you replace a flasher relay in a 1999 crown Vic.  Where is this relay
located.  My blinketswill not blink.

It is located on the fuse panel - lower drivers side under dash - it pulls right out and the new one plugs right in

I already done that replaced all the fuses there must be a shortage because when I slam the door hard it blinks one time but it never cuts on when you put the left blinker on and it doesn’t cut on when you push to break
