Can a bad rule pump affect the car's transmission?

Car wouldn't turn over so I had it towed to the shop.  Mechanic said it was fuel
pump and replaced it and filter.  Test drove car and was told that now the car
needed to go to a transmission shop because during test drive the car would
not go over 30 MPH and would not go in reverse.  Any advice is welcome.

The fuel pump has no relation to the transmission.
