my 01 crown victoria check engine light came on 4 days ago, when i drive it stalls, when i slow down to stop the engine dies and the horn barely works it takes about 20 minutes for it to start

Have your alternator checked, mater of fact check battery and all of charging system. It may be that it is not getting enough power to run properly. An alternator does not necessarily fail all at once, it can grow weak and not keep up with demand. The PI will have an extra high output alternator, and if it needs to be replaced you do not really have to buy the very high power output, expensive one that is on a PI, a stock one will be fine and cost much less
