I got the 14No1 notice-dealer said they only replace if bad when they diagnose-do they have to replace as a precaution?

I answered my own question with further research. Apparently they will only replace the junk module if headlights completely fail, and they diagnose the problem as a bad module. Otherwise, the customer pays. I guess you have to be driving 65mph at night and have the lights fail to have Ford pay-nice of them.

More research-14N01 was an extended warranty- the recall is 15S39. According to Ford customer service the dealer MUST replace the module as a precautionary move. If the dealership continues to resist, the Ford rep said to have them transmit the VIN over their SSSC system (an inner Ford communication deal).
14N01 has been upgraded to a full recall. Take it to Ford and they will replace the LCM.
