2005 crown victoria trans slipping low miles 70K

Just go in the Police crown victoria today its a low mile vehicle in great shap. Never had any issue in the past 6 months. Seemed like it was reving in 1st and slipping. Now on the short return trip home its slipping in all gears. Fluid check looks like its overfilled. Soooooo bad pump ?? or time for a rebuild. On such a low mile car seems a little weird to be out unless theres a a maintenance issue or it just putted around town in 1 gear :).
thanks for suggestions. Also reverse seems fine. Thought about dropping the pan and doing a service.

The slipping wasn't a gradual thing getting worse, it was just like one morning Boom no drive. Thats what made me question the hole slipping thing in drive ?? your thoughts ?
