Why is the odometer in my 2007 CV Police Interceptor too dim to see in daylight, and what can I do to fix it?

I had the car inspected this morning and the odometer was displaying fine.  About an hour later, I filled the car up and when I went to reset the trip meter, the odometer/trip was too dim to see.  This is a digital odometer in a 2007 police interceptor.

If you don't have the headlights on and the dimmer turned down, you probably have a problem in the cluster itself. I've seen this several times in our fleet. We have to change out the cluster for a remanufactured unit. There are no user- serviceable components.
