Have you had your battery unplugged or other short/fuse whatever where your car was in need of a jump start? If you deplete or disconnect a battery the car must be cleared of the memory in the capacitors I think they are and then you have to go through a relearn process where the idle and shifting is relearned and stored in the computer. You have to clear the computer before you can begin the process, its fairly easy to do look it up online. If your check engine light comes on for a misfire you have to change the plug wire coils on the bad cylinder first then go thru the relearn process. it does make a difference on top end (take off/acceleration) and yes these police crown vics do need to "relearn" how to run efficiently! Hope that helps you as it did for me!
