What is causing a whining like noise while decelerating?

My car makes a whining noise decelerating. For example ill be doing 50 then let
off the accelerator the RPM will drop from about 4500 to idle at >1000 RPM,
and a very distinct whining sound starts then stops when I get back in the gas
and increase the RPM.

This could be the torque converter or the transmission fluid pump.
