Why is my car getting a p0191 code?

I have a 2011 crown vic police interceptor that is throwing
code p0191... so far I have changed the fuel filter as well as
the fuel pump and the fuel pressure sensor and the vehicle
just refuses to start I'm at a loss of where to go at this
point... it was running fine couple days ago turn it off when
to start it back up an hour later and it just will not start
unless I spray starter fluid and the carburetor then it will
start and idle roughly but as soon as I give it any gas it
bogs down and dies

A bad fuel pressure regulator can cause this code. So can faulty wiring going to the fuel pressure sensor. Check the connector at the fuel pressure sensor too. Make sure it's not corroded or damaged. Hope that helps! Jim

No, the EGR (Exhaust Gas Recirculation) valve is completely different. As the name suggests, the EGR valve regulates a small amount of exhaust gasses back into the intake manifold to be burned. However, an EGR valve that's stuck open can cause stalling, rough idle, and occasionally a no start condition. But you should be seeing a code for the EGR valve if that was the problem. Ok so went and picked up a fuel pressure regulator...problem im having now is i cant seem to find where its located at an ive search the internet up an down an cant find it.. Any idea bout where i can located it?

Any chance it could be near the tank/fuel pump area...because I'm not seeing anything close to what appears to be the regulator....at least from the part autozone gave me...

I just tried looking up a fuel pressure regulator for your car. I work at Napa. There's no listing! Doesn't look like you have one. Sorry about that and sending you on a wild goose chase!! My Grand Marquis has one, same car. Can you post a picture of what Autozone gave you? Jim

Well that's definitely a fuel pressure regulator, but not for your car. I checked Rockauto.com and our Motorcraft supplier today and nobody lists a fuel pressure regulator like that for your car. With the other two codes present you can ignore the oxygen sensor (O2) code for now. It's telling us that the system has gone lean to try to compensate for an overly rich air to fuel mixture. Is the vacuum hose hooked up to the fuel rail pressure sensor? Is the hose in good condition, no cracks, etc.? Is the wiring and connection at the sensor in good condition? Check the mass airflow (MAF) sensor. Check the wiring going to the sensor and the plug at the sensor. Try cleaning the MAF. Inspect your engine air filter. Replace it if it's dirty. This is the wires going to the MAF sensor...but the wires seem to still be intact..would this stop ot from turning over nat all? It wont even start now at all

It should still run. Even with a bad MAF. Most likely the spark plugs are fouled from running rich. Try holding the gas pedal to the floor while cranking. This will put the computer in clear flood mode. Have you been seeing black smoke from the tailpipe? Jim

Okay so I can get it to run if I spray starter fluid in the carburetor it'll idle fine even rev up fine as long as I don't push the gas pedal too far down otherwise it'll bog out there is no smoke at all and I say it idles fine but it idles right below 1000 and will drop two notches and go back up around 1,000 I wish I could post a video on here so you can hear what it sounds like and whatnot cuz I'm far from a mechanic LOL I have noticed though I must have a weak battery or something because if I try to turn it over two or three times i have to jump start it I appreciate all your input on this though

Will it still turn over fine with foul spark plugs? Or will it even crank it all with foul spark plugs? It's almost like it's suffocating when I give it gas when it bogs out

I did notice it had water coming out of the tail pipe...but no smoke an i started it up after this pic an there wasnt any water so idk what that means if anything at all

Do you guys have any idea why my car will still shut off i just changed the fuel pump and fuel filter and the previous owner said they changed the fuel rail pressure sensor my car was driving great for two days and today it just started acting weird and then shut off i checked all sensors and plug ins im honestly confused lmao can you please help me its throw a check engine light code (p0191)
