2014 stingray with steel ring under battery top

Do you mean a physical solid ring? Or is it a sound? Perhaps it's a spacer to keep that battery cover off the battery? Since the car is nearly new, take it back to the dealier and ask if that is a common part. If you got it used, ask if it is necessary and remove it. It should still be under warranty. If the service writer does not help you, ask for the service manager for help with your question. No need for them to take it in for any testing unless your having issues.

It's a physical solid ring, I think it might be a tow ring, the car is 6 months old, there is a problem with the on board computer/nav and when we took it to get it fixed the tool was gone

Did anyone tell you what it was for? Maybe a factory worker left a tool that is used to set the battery in place? Funny when I toured the Corvette factory, there were about as many people checking up on the work as there were workers. Well it does happen. Enjoy the new Corvette.
