Why is the relay for the ecm clicking when the key is in the on position

2014 Chevy Equinox Will Not Turn Over
Just Clicks From The Ecm Relay When
The Key Is In The On Position the
battery is charged and the starter is
good

Make sure the batt terminals are tight , I think those had crappy terminals to begin with and may need some kind of refurbishing .
