Heat Doesn't Work

I have a 2002 Ford Expedition Eddie
Bauer with no heat at all. I bought it
and drove it home and the heat was
working but only on high and later on it
stopped working and I replaced the
blower motor receptor and it was
rusted out and the heat still won't
power on. I tested the blower motor for
power and it's getting power but I still
don't know why my heat won't cut on.
Is there anyone who knows what the
problem could be?

make sure it has a ground , resistor pack runs the different speeds but if there's power and the motor's good then that thing should be spinning
