The reason is that a car is going to carry more value in different markets. This is a dramatic example, but a 2 wheel drive is going to be worth much less in Iowa, that it will in California for the same vehicle. The reason is the demand of that vehicle in the area. With the large amount of snow in Iowa you aren't going to see as many people that will want a 2 wheel drive. The same goes on much smaller scales. For instance a 2018 Silverado might not bring as much money in metro St Louis as it does out in a country zip code outside of the city.
