What's you take on "programmers."

I have a 2014 Toyota Tundra SR5 and want to modify to max performance. I
have heard that programmers will help with fuel economy and add extra
horsepower. Will a programmer help or not?

Mostly hype and you will need premium gas. They are useful if you want to adjust the speedometer for big tires or remove speed limiters but you will not gain any fuel economy and the HP gain if any will be insignificant. Look for actual dyno tests and read the fine print!!!
In my state a tuner would probably guarantee a smog check failure.
