In most places, “owning” a vehicle and driving are separate issues. You can own a vehicle and be on the title, without having a drivers license- corporations do not have drivers licenses- many elderly people no longer have a drivers license but still remain the titleholder. A child can be given a vehicle in a will etc, but not be able to drive for years. As far a financing the vehicle, that may depend on the financial institution. But strictly speaking, you can “own” a vehicle and hold the title without needing a drivers license.
You can purchase a car with cash, but not bank will give you financing without a license and decent credit. Nor can you drive it without a license. Wait till you have your license to avoid any hassles.
