2014 Toyota Corolla S dashboard electronics glitching

When trying start our 2014 Toyota Corolla
S the battery feels like it is dying. But it
starts. Then after initial start the electronics
in the dashboard start flickering bright then
low display and I can hear electronic
noises at the same time then the horn will
go off for 3 or 4 bursts. The vehicle has
had its scheduled maintenance done all at
the dealership. Would what I'm
experiencing be battery, starter, alternator
related?

Check battery voltage, should be 12.4vdc minimum. If battery reads good, check battery cables for corrosiom and make sure they're tight. If cables and battery are good, it might be the starter that is dragging and pulling high amps draining battery
