Make sure the contacts inside the bulb holder are clean. Might need a small wire brush for that. Would inspect the other bulbs in that housing for corrosion or water infiltration. Sometimes other bulbs will draw higher than wanted voltage due to higher resistance from the corrosion build up and starve other bulbs. When putting the new bulbs back in you can use some dielectric grease to reduce the oxidation issues. Other thoughts are making sure that circuit is properly grounded. Might be a loose ground wire pig tail not secured to the frame. Good Luck!
